This was well understood by Martov, the great Menshevik leader, who, in a work written many years later, recalled Trotsky’s piece as a disturbing ‘deviation from the theoretical foundations of the programme of Russian Social Democracy’. He clearly distinguished between Mehring’s article, which he considered acceptable, and Trotsky’s essay, which he repudiated as ‘utopian’, since it transcended ‘the historical task which flows from the existent level of productive forces’ (Martov 1926:164–5). 30 100 Years of Permanent Revolution The ideas suggested in various of Trotsky’s articles in 1905 – particularly in his preface for the Russian translation of Marx’s writings on the Paris Commune – were then developed, in a more systematic and coherent way, in Results and Prospects (1962).
On the one hand, the realistic Stalin dismissed the perspectives for world revolution to concentrate on socialist construction in Russia, while, on the other hand, the naively optimistic Trotsky dismissed the hopes of socialist construction at home without the success of revolutions abroad. The relative power of Stalin’s position in this debate was proved not only by his success in constructing socialism in the Soviet Union, but also by the failure of Trotsky’s predictions for a Western revolution.
This much he derived from Plekhanov. What was crucial was the extraction of the surplus product and its distribution. He saw Russia’s defence of its borders as playing the same role as irrigation in the Asiatic mode of production. The surplus product went into the military to maintain the Russian state, besieged as it was on all sides. As a result, the peasants were reduced to a new serfdom, with a close resemblance to slavery. This in turn resulted in a low level of productivity and so a relatively small surplus product, which in turn meant that taxation was high and the state disproportionately large and bureaucratic in order to maintain the stability of the system.
