Central to the resourcedependency view is that organisational decision-makers are typically oriented to the acquisition and defence of an adequate supply of resources. This literature, however, is principally about the way in which a focal organisation perceives and responds to its external environment rather than the operation of the inter-organisational network as a unit of analysis. Benson (1975) provides a rich theoretical analysis which addresses this question and broadens out to consider the political economy of the interorganisational network as a whole – the fundamental rules that structure interactions within a particular grouping of organisations.

It moves beyond the analysis of the hyperpluralists, who see the vast array of organised interests ranged against weak city government leading to fractured, diffuse and ineffective urban policy-making. Instead they consider ‘how in the midst of diversity and complexity a capacity to govern can emerge within a political system’ (Stoker, 1995, p. 57). Stone argues that the two traditional roles of the state – as an agency of control and of arbitration – are limited by the structural conditions pertaining, namely the complexity of problems and fragmentation of interests.
